If this is you, then I'll be the first to tell you...sorry, but you have bad posture.
If your hips are shifted forward, then your butt muscles are damn near taken out of the equation. Your glutes are going to relax and don't do the job they're supposed to do. Hence the term....lazy butt!!
When you don't work your muscles, what happens? They get smaller and weaker. So if your butt muscles aren't being recruited, then your body will strengthen OTHER muscles in your body to compensate for the "lazy butt".
How does this effect you when doing butt building exercises? Well, since your body isn't used to using the butt muscles, it'll have a hard time activating them so your thighs will take over the movement.
This is the reason you should always perfect your form with any exercise, that way you're recruiting the muscle you're targeting.
Fix Your Posture, Fix Your Form
Knowing how your posture can effect building a bigger butt, then you can see why it's so important to have proper form when doing any exercise.
This is why they say QUALITY is better than quantity.

stretched out from the "hips-forward" posture. If you keep your abs tight and "in", it will help you to keep your hips back and in the right position.
You may have to RETRAIN your body to use the glutes correctly. It's not going to be a quick fix but it IS an effective fix and can be done with almost little effort.
